Pentium G4620 and GTX 1050ti OC frame stutter

Hi,
recently I've built a budget gaming PC containing a Pentium G4620 3.7GHz, GTX 1050ti OC 4GB,
4GB DDR4 2133MHz RAM.
In alot of games the FPS stutters to the point where my game freezes for a few seconds, this stutter is most noticable in games like GTA5 or Watch Dogs 2 when driving a car at high speeds.
I've tried lowering the resolution of the game and the settings but no difference at all, the stutter is still there.

I think it's because of 4 GB ram. Also in gta, Pentium bottlenecks the gpu since it requires cpu power for the thousands of NPCs in the game. Same goes for watchdogs the npcs and the interactive environment need quite a lot cpu power. Also the 4 GB ram makes your pc slower to render those models constantly.

4gb of ram is not enough for todays game even @720p , you can get away with gta 5 with a low end mod installed, but for watchdogs 2 this game loves a powerful cpu with more threads, (BTW great game bought watchdogs 2 on sale , was worth my time, even with a ryzen 5 1400 gtx 1060 8gb ram i was not able to get a stable 60 fps on medium settings but it was tolerable bec my minimums was above 30+ fps even at most demanding parts of the game)
