Seagate Hard Drive won't boot but I can view files on it if not selected as boot drive

I have three Seagate 500GB hard drives which won't allow themselves to be used as a boot device but if I hook them up as a secondary drive, they work fine. SATA drives Seagate ST3500630NS.

I quick formatted one of them in windows and it's prompting for a password during bootup if I install it as the only drive to try to install a new OS on it. If I hook it up as an additional drive, it works fine and I can view files etc. Should I do another type of format on them to get rid of whatever protection may have been installed on them? I just need them to work as an only drive to install Windows.
