Power Supply problem or not ?? please help

ok lets see i have one seasonic semi modulara 550gold psu and i see somthing very strange
i have turn off my pc and i was turn off my psu button when i turn on my pcu and press the power button in my case the pc start i after some seconds stop and start again and then open normaly all ok i try the same thing one more time and again the same thing if i just shut down the pc and dont turn off psu button when i press the power button in my case the pc starts normal so i thott to ask
why my pcu do that when i have turn it off turn on any hit my power button on my pc case

if u get any idea please till me beacuse im little scared of thx for yor time

i can do that beacuse im half blind and i dont see very well to do that job one friend build the pc for me the strange thing is
only if i turn off the psu and turn it on again do that thing if the button stays on and power up the computer all is ok
one friend tell me to unplug the pcu with the button in turn on status press the power button on my case sometimes like 10 times and conect it again u think that go to help ???

sniper is a ryzen build yes is new and i have make safe overlock like from 3.0 to 3.5 and i put the ram to work to 3200 thats all
ryzen 1700 with the stock colling
strix 370f with the last bios
16gb ram gskill
gtx 1070 gigabyte g1 gaming
thats it my specs

i dont know sniper i try it but the strange thing is if the psu is on turn status and i just power the case all work fine
if turn off the pcu one night turn it on next mornig and press power button on the case the pc open stop open and the works fine again open normaly one friend tell me to unplag the psu and press the power button on my case like 10 times u think that help ??
