Which one is better for gaming based pc

It's not about just the CPU the "U" mobile chip has no upgrades possible other than Storage and RAM while the 3470 is desktop based and gives you the option to upgrade everything.

Chip vs Chip the 3470 is way more capable but this is what you expect with the per watt usage difference.

I have i3 3210 in my desktop with 4gb ram can add a graphic card mostly gt 1030
Is it gonna be enough?

Yes I have it was literally stuck half of the time even in the lowest setup possible

no, that i3 is too weak and you have very little ram. an NVIDIA 1030 GPU in that computer is useless unless you upgrade the rest
