Recently bought a used PC off craigslist. Great specs for a high-end budget build. Listed below. For some reason though, when trying to stream Bluestacks through OBS, stream quality is horrible and lag in game. CPU is 95%+, and GPU is just at 22%...
Any thoughts on possible fixes? Of course both are going to be very CPU dependent, but I would expect both of them to take advantage of the card.

Board: Gigabyte GA-970A-UD3
CPU: AMD FX-8120 8 core, overclocked to 4.0 GHz
GPU: EVGA 960 FTW
SSD: Samsung 850 EVO 256 GB
2x HDD: Seagate 480 GB
RAM: 16 GB, generic/off brand
PSU: 650W EarthWatts
Temps are fine too, CPU lying around 45-55 degrees Celsius.
