Is this a bottleneck or a hardware problem please help

so before i got my SSD i was running games just fine. Then when i got my SSD it was fine for a while then my frames wouldn't go over like 80 in games i was getting at least 100+ in. I then used MSI afterburner to check my usages and my card is hardly going over 50% in games. At the main menu it will go close to about 90% usage and in some parts of the game that dont have as much going on in them it does but when a game is more intensive the usage goes down. Is this a CPU bottleneck or something else?

my specs are
MSI 970 gaming MOBO
AMD fx 8350
ddr3 2133
gtx 1060 3gb
1tb HDD
500GB SSD
430w PSU
 
First, under normal operation the FX 8350 and GTX 1060-3GB are a good pairing with no real bottlenecks. So some questions:

- How full is your SSD? They start to slow down after about 75% full and really start to slow down after 95% full
- Have you checked the temps for the CPU? You can use the program below, it is free and safe. Your core temps should be under about 62 degrees centigrade while the CPU is under load.

it is only maybe 50 % if that and my temps on the cpu never go over 55 to 60 centigrade and on gpu if used at 100% on very few titles maybe 65 centigrade with the fan curve i have set for it it is also over clocked to a little over 2ghz and the cpu is over clocked to about 4.4 for almost a year now i just reset the cmos tho and that didnt help my temps are fine and i dust my pc out very often once a month at the least.
