The Division 1.8 random freezes/stutte

Hello all I bought The Division 1.8 with season pass the game is pretty awesome now I have a problem where the game freezes for 1 sec and continues, also stutters my character freezes then appears a few feet in front.
PC specs
4790K@4.6GHz watercooled
8GB DDR3@2600
Maximus Hero VII latest bios
Gigabyt 6GB GTX1060OC latest GPU bios latest NVIDIA drivers
AX 860 watt Corsair
840 Evo 250GB with 160gb space left latest Samsung driver
I have the latest drivers bios firmwares.
 
Solution
Check your CPU/GPU temps with HWmonitor. Also you may want to lower your settings, I play on a similar monitor and my system can handle Ultra since I have the 1080 ti but I don't think the 1060 6gb can handle it. Try high or medium with vsync on as it should match the monitor hz. Also some of the sliders can drastically reduce FPS, just use the default med or high settings.

Is the game downloaded through Steam or Uplay? If so either should have a game repair (file verification) option in the properties settings, try that.

Also use HWmonitor to track the CPU/GPU usage as well as how much RAM is used. I noticed with my CPU overclock (4770K @4.4ghz) that the game would stutter however at stock clocks it ran fine.

I tried all sorts of fixes nothing seem to work I haven’t tried downclocking my CPU yet, I’ll try that when I get home. I tried to verify files shutdown cores and making the game low priority and messing with in games setttings, last thing to try is down clocking my cpu and last case scenario is to format my pc.

I set my cpu speed back to stock also my memory and my gpu still get the stutters and freezes seems to get worse the more I play I have all my settings on ultra and sliders alll the way up resolution on 2560x1080 75Hz. I Only set 2 options are on high which is volumetric fog and shadows. Vsync off and FPS limit at 75fps since I play at 75hz. Could it be my SSD 840 EVO going bad? I check for errors, defrag it and deleted it uneeded files.
