ASRock Z87 Fatal1ty Killer Not Powering

I use a i3 4150 and GTX 1050ti all powered by a 550w Thermaltake power supply and recently purchased this motherboard secondhand at a good price,I've purchased from this guy before and he said it functions correctly.I can't contact him again as he has changed his number.None of the fans spin (not on the Intel stock cooler or the GTX 1050ti)and there is no video output.I have tried two power supplies and both don't do anything to change the fan's not spinning.Please help!
 
Solution
Remove all components, leave only case fan and CPU fan connected, and only 24-pin cable from PSU to motherboard. If it won't run the fans in such setup, the motherboard is as good as dead.
