My brother built a new pc with:

Igame 1060 6gb
Ryzen 3 1300x
550watt corsair power supply
8gb ram ddr4

And he is experiencing horrible frame rate on games like

Watchdogs 2
Dark souls 3

Playing at 1080p with high to ultra graphics but is only experiencing 10-20 fps on dark souls and 10-100 fps on watchdog but with tons of stutters

His drivers are updated but his gpu is running at 100% with 80+ temp and his monitor is connected to his gpu

Solution
Looks like AMD updated their chipset drivers last week: https://support.amd.com/en-us/download
Goto 'Manually Select Your Driver';
STEP 1: chipsets , STEP 2: AMD Socket AM4/Ryzen , STEP 3: (your motherboard type) , STEP 4: Windows version

You could also check with the motherboard manufacturer to see if there's a recent BIOS update

My nephew plays Watchdogs 2. His system also has a Ryzen 3 1300X in it and I gave him a GTX 1070(he was using an RX 460). He complained about "lag". For some reason that game was running better on his RX 460... I tried uninstalling/re-installing drivers as well. I thought there was something wrong with the 1070 so I swapped it out with the 1070 in my desktop that has a Ryzen 7 1700 cpu. The game was running just fine on my system. I then proceeded to try my personal 1070 on his desktop, and the game was still running poorly.

It seems for some reason these newer nvidia cards don't like the Ryzen 3 series, but there's no issues with the Ryzen 7 series.
