Bootable USB Windows 8 -How will it affect Files?

Ok so my wonderful ASUS Laptop with the amazing WINDOWS 8 on it is suddenly stuck in "automatic repair loop" and the F8 button to get it to boot in safe mode is not available on win 8.
I did see that i COULD create a bootable USB which i could use BUT i see people also use those to INSTALL windows. so how will i know if it would install windows again or simply boot my PC?

I have files on there that I do not want to be deleted. So since i am not an expert at all I am asking you...anyone know?

Then maybe I would use Ubuntu booted from a pendrive to pull out the files I want to keep.
Or maybe get the HDD/SSD, which contains the files you want to save, out of the laptop, hook it up to another laptop or PC (if you have one) and just copy the files from it.

As I know there is an "upgrade" option when installing Windows, which basically reinstalls the version of Windows the PC already has on it, but also moves files, programs, settings, etc. to the new install.
 


Still a good chance of data loss tho.
