Mounting the PSU outside is not a good idea, anything could fall inside it a create a short.
A 270W PSU will deliver the power the system is using at a specific time. Your computer power usage will vary depending on the task at hand. It won't use the same amount of power if you are just browsing the web that will use if you are playing a demanding game online.
I don't think your computer will use more than 250W at full load even with the 1050ti.

That motherboard has two memory slots, so if you currently have 2x2gb I'd suggest putting one 8gb stick in there. That way if some day you want to increase to 16gb then you can just add another 8gb stick. The videocard should work, just make sure it fits, not just in height but in length too.
 

If you were the one in the shop, would you take the chance?
Would you take the risk of breaking a card, or damaging someone else PC for nothing?
You could buy it and have the shop install it, if it doesn't work you could return it right there at the spot.

I figured the 270w power supply may not be really 270w continuous and cant support the system. The case does not fit an ATX PSU. Do you think it's possible to mount a psu outside the case and the cables would still reach the components?
