Building a new rig, good balance? Help

Hello everyone! First time posting here. I'm planning a CPU, motherboard and GPU upgrade, basically a new rig with my existing ram, power supply, case and storage. I've read tons of TH's guides for building new rigs and this is what i believe will satisfy my needs.

My preferences are cores instead of Ghz that's why i'm choosing a Ryzen 1700 (maybe 1700X) as I'm into 3D modelling, rendering, video/image editing and casual gaming. I'm also planning to overclock it to 3.7/3.8Ghz so i believe i should get an other cooler (I know the 1700 comes with a stock one) if so, should i go for de 1700X?

I've already have:
Storage: SSD 850 PRO 2.5" SATA III 512GB (Will be upgrading to a M.2 one soon)
RAM: Kingston HyperX Fury 2X8GB DDR4-2400
PSU: 650W
Connectivity: Wifi Linksys board

Here's the component list i've selected:
CPU: AMD Ryzen 7 1700 8-core 3Ghz or 1700X 8-core 3.4GHz *
Motherboard: Asus - STRIX B350-F GAMING ATX AM4 [strike]or[/strike] Gigabyte - GA-AB350-GAMING 3 ATX AM4 **
CPU Cooling: Cooler Master Hyper 212 LED Turbo or Cooler Master MasterLiquid ML120L RGB ***
GPU: GeForce GTX 1060 6GB****

* I don't mind paying an extra $20 for a 1700X because i'm already choosing an other cooler for OC but is it a good idea?

** One of my goals is reaching 32gb of ram, so i need 4 memory slots.

*** What would you say about this model in particular? Is this little liquid cooling system a good choice?

**** I won't be needing Crossfire/SLI feature so if you believe there's a better board for the money i would like to hear it. There are way to many GPU in the market right now, like one EVGA has SC SCC, FTW, etc. So if you could link or enlightenme about this i would appreciate as this component is giving me headaches.
I'm not a hardcore gamer so i don't intend to play in 120fps or anything, i play dota, L4D, CSGO.

As you can see i'm between these two possible combinations (1700 & 1700X), trying to make the most out of my money as i'm on a budget so i would really appreciate your help, maybe there are other components with better price/performance or be able to save money by lowering 5% performance.

PS: Sorry for my english, non-native speaking.
PS2: I have less than 2 weeks to decide and i know the minning demand with gpus but it's my work unfortunately.

EDITED: Due to high prices in GPU i wont be buying one for the moment, so i will go for 1700X with a Cheap liquid cooler and a case to fit everything.

Those 120mm lite coolers are just novelty aio just for the sake of owning one. U can't expect performance from those.

That's y if you want rgb, I suggested that coolermaster air cooler instead.

This is a great build. There is good balance, but the GTX 1060 is a bit underwhelming for the R7. I would reccomend the 1700x, because you are buying a new cooler and clock speeds will be higher, which is worth the $20. Now your best bet for a MOBO, is a mini ITX. Will you be using wifi. If you are using wifi, then a cheap $100, B350 should be great. What about case choice.

quite the opposite, because he wants to overclock the 1700x is not worth the extra

for 1080p the 1060 is the perfect balance for a ryzen

I can't remember right now, i'm away from my broken pc at home. I changed it a few times until i got my UPS (I live in a place with horrific energy problems) but i do remember it was a 650W. Anyways getting a PSU it's easy so if i have to upgrade mine i will do it with a local supplier. This purchase i'm doing (CPU, GPU, MOBO, COOLER) through USA Online stores, possibly amazon because the same machine in my country cost at least twice the price. I haven't calculate the Power consumption yet, but i believe that a 650w will be enough, if not, any suggestions?

About the RAM modules, well this is what i have now, once i have a full operational computer i will start upgrading what i already have. I have a broken MOBO and GPU waiting for me at home :(

First of all thank you for the reply.
1. About the MOBO, i have a wifi board, forgot to add it. So yeah i will be using wifi. What boards would you recommend? My plan is to reach 32gb of ram so i will be needing a 4 dimm socket MOBO.

2. My case is this ugly motherfucker Assertive Group 8024, a mid size tower. ATX fits perfectly.
 
I would say, save that 20 and get the 1700 and pit that into a x370 for better vrm which leads to better overclocking.

You can try to manually oc the rams to 2400, the only problem is adding 2 more sticks of different ram and making them work together at the same timing will be a pain in the rear.

A good cooler like the Scythe Mugen 5 or cryorig h5 would be enough for a 3.8ghz oc.

Well, my plan is to sell my RAM modules in the near future and get 2 or 4 with the correct frequency and timings, but for the moment i need a fully operational computer to work so i'm in a hurry to get the components.

About the cooler, i've been digging and found this one Cooler Master MasterLiquid ML120L RGB All-in-one CPU Liquid Cooler with Dual Chamber Pump because i wont be getting a GPU for the moment, this minning thing is killing me so i will buy CPU, MOBO, Cooler and probably a good case for the money of the gpu for now.

Honestly, the stock cooler that comes with a ryzen 1700 should get you to 3.7-3.8ghz range, plus you can upgrade your cooling at a later date thus saving that initial investment for your graphics card since prices are stupid high right now. Also it never hurts to have a spare cpu cooler around just in case.

I cant speak directly about the Asus STRIX B350-F, however I have the Asus STRIX X370-F and it is an awesome board.

Okay, but with that price isn't a liquid system a better option? Check this one Cooler Master MasterLiquid ML120L RGB for $60 or Cooler Master MasterLiquid Lite 120 All-in-one for $50, what do you think?

About the motherboard, a STRIX X370-F is more expensive than de B350 one because of some little features i wont be needing like SLI or 8 Sata ports, so the b350 works for me just fine.

I guess i will wait for the GPU purchase, i find it ridiculous to buy one one. So i was moving a bit of that investment in a good cooling system for a stable OC and maybe a new case if i can.

I have a case with some fans, so it's covered.

I am so sorry for such a late reply. I would reccomend the best, and cheapest Motherboard on the market. I use this on personal builds. 4 DDR4 lanes that are overclockable, one pcie16x and two 1x. It's $70 on Newegg and Amazon.

I would also like to add, that the Cooler Master Lite series is fine for the CPU you are running and can easily handle it. I am telling you now though, that these are budget watercooling solutions. I have used these in a few rigs and they work well with Ryzen 7 power draw.

No prob' mate. That's actually a really good option. Almost everything i need for almost half the price. I cant handle tho what the lack of USB 3.1 2gen or limited PCIE 16X 3Gen makes me feel. It will take some time to buy and replace my older components so if i buy a MOBO it would be better for me to buy one that will hold a bit longer in time by having these couple of features i've just mentioned. Thank you for the advice man!
