Custom Build - Added a new CPU, won't turn on now.

I bought a new CPU (Core i7) and fan system (Cooler Master 240), now i've done everything correctly and it keepa turning on and off.

But there's no signal when I plug in the VGA cable from my monitor to my PC.

Also what are your temps for your Motherboard and CPU in the BIOS if your able to access that before it shuts off.
