GPU Boot loop after overclock unless remove all drivers in safe mode

So I had previously overclocked my evga gtx 770 classified a lot but this time i overclocked it even less just a 110% overclock in afterburner and the pc simply shut down and got stuck in boot loop (Don'r remember when exactly it shut down though, I think it was a few minutes after oc but before playing any games) Luckily I can boot into safe mode where i uninstalled the drivers and afterburner and then the pc launched but when windows automatically installed drivers or I myself install any drivers in safe mode the pc gets stuck in boot loop when launching. The pc turns on and then when the windows logo shows up and it starts loading wiondows 7 it restarts.
I have read that similar issues are caused by the other components in the pc but I cannot test the gpu in another pc :( please help.
Also I have bought ASUS gtx 1060 6gb and the whole pc works fine with it :/
 
Solution
Any artifacts showing, usually means core/ram clocks too high,
or a defective gpu.
But to make sure, do a clean install of windows first..

that's because afterburner was set to "apply oc at boot".
go into safe mode, run AB and change settings, or uninstall it and let it remove all entries (dont keep settings for future AB install) and reboot.

make sure you dont have the box marked (apply oc at boot), as long as you cant tell if its stable,
so that in case the pc crashes, you get lower /working clock at next boot.

It seems to have helped but if I do not launch windows in low resolution mode then when the blue welcome screen shows up it goes black with a blinking cursor thing at the top left. However when I launch into the low resolution mode with drivers there are graphical artefacts and in device manager the gpu shows error 43. Some people have said it could be that I require a BIOS update but I had the gpu working before for over 2 years and the gpu does not show any errors in safe mode. So I will install a new windows version to an empty hard drive and use that to boot the PC and see if it is some software issue from MSI Afterburner or windows. If this does not work I might be able to test the GPU on a different Motherboard after a few days.
