Palit 1070 Ti Dual Temperature

I recently bought a Palit GTX 1070 Ti Dual and it appears to be somewhat incapable of cooling itself. I read that most non-FE graphics cards usually max out at below 70°C with 100% fan speed, but my card, on maximum fan speed (sounds like a jet engine) is sometimes unable to get below 80°C. It operates with a maximum temperature of 83°C before the clock speed goes down slightly. I'm using a OC of +200CC and +300MC at the moment since it has no impact on the temperature from what I can see.

Any suggestions for how to cool the card better, given that running my 2 Noctua and 2 NZXT fans at max RPM do nothing. The case is cool, but the card is keeping the heat to itself.

and the 1070ti tends to heat a lot
i have seen your GPU on site and buy looks the heatsink does not looks that much effective thats why these cards are cheaper then other brands like MSI and ASUS Strix

I have MSI TITANIUM 1070ti and i am mining on that same GPU and i have another Asus Strix 1060@6GB in same case which is CM690 III
and mine GPU running at around 50-55'C on 60-70% fan speed but i have very good airflow in the case 2 fans in front as intake and 1 at bottom which are running always@50% speed to keep the GPU cool
