i have to buy ram that is ddr4 i have found ram for 3000 cas 16

2) should i buy the faster rams of 3200 or 3600 that have the same price currently since the 3600 is the same price as the 3200 that i been waiting to buy

I like the 2ND SET.
Beyond 3200 beyond that not worth it.

Not much difference in performance (esp. in games) between 3000 and 3600 on Intel build, so you might as well buy the cheapest one.

I'd say the chance to run into bad sticks is the same no matter what brand. Consumer care may be different though for less known brand.
Some games will see exactly zero difference between various RAM speeds. Other will have some difference, but it safe to assume no more that few FPS. Overall, if you have the money, you can get 2nd or 3rd pick and be happy, but if looking for a budget solution 1st choice should give you good value.
