Is true or false that reformatting an SSD few times can decrease performance/speed?! I've recentely installed an Samsung 750 EVO 120GB Model SATA3 that I bought it in at the beginning of December 2016. I admit that I formatted it about twice times since I installed it on my PC. Also when I did clean install of Windows 10, was kinda really slow even than my HDD from Western Digital. Should I upgrade it to an Samsung 960 EVO 250GB M.2?!

Windows reporting 111GB on a "120GB" drive is absolutely normal and to be expected.
That is just a difference in how the space is counted.
Base 2 vs base 10
Computer vs Human.

"20 second boot time"
20 seconds from what? Full power off and hitting the power button, to a usable desktop?
That is pretty normal.

Well, since it has 111 GB real instead of full-ish 120 GB, it only remains 80 GB. Yes, OS and all aplications runs both on SSD. I kept my HDD for games. Also, the boot time it takes more than 20 sec sometimes.

20 seconds or a little more from when you press the power button until you get to the desktop really isn't bad... I find it very hard to believe your HDD was faster than that. Also, 120 GB SSDs in general tend to be a little slower than larger capacity SSDs.

Huh... So, an 250GB Samsung 960 EVO M.2 should be arhi-enough. That would mean less seconds of boot time until get to the desktop and more space for few apps and drivers. Right?!
