[SOLVED] Bootable Partition in HDD

Hello, I am a windows 10 user, and i would like to install High Sierra on a second partition and make dual boot.

But right now i dont have any USB drive or a DVD, and i was wondering if i can create a third partition which will allow me to boot and install from there.

High Sierra - this is MacOS, right?
First, MacOS is licensed by Apple to be installed only on Apple hardware. There are better places where your post won't be locked to ask Mac-on-PC questions.
Second, MacOS runs on Intel CPUs only. You did not say what you have.

As for your particular question: You might be able to shrink your Windows partition from within Windows, but what you will do next? Don't expect Sierra install to be started from within Windows ;)
