Hi

So pretty much in-game BF1 i'm getting:
70-110fps ultra on conquest or operations
GPU core clock 1949mhz constant
GPU power 40-60-70% (when my usage goes down this goes down to 60-70)
GPU usage 70-98% (mostly at 70-80% when overlooking battles but sometimes goes to 90%)
CPU usage 58%

I'm wondering if its my PSU, i had a dead one like 6 months ago and had to get SCAN Computers Ltd to replace it.

Also if i play Witcher 3 ultra i get like 80-110fps with GPU usage always 99% and the power is floating slowly between 80-91%

I have just put my 4.0GHZ (volt 1.275) and i still get the low GPU usage.

Also yes a PSU can cause low fps if it isn't giving enough juice.

....not much of an overclock, yes it is.

The stock is 3.4GHZ and i've pushing every core (six of them) up by 0.6GHZ so that's 3.6GHZ all together which is a big increase. I have seen a big boost but in some areas it still slightly struggles.

make sure that your ram is running on 2666mhz becouse i had the same problem and then i noticed that my ram was running on 666 mhz when i went into the bios and made sure that it was running on 2400mhz my usage and fps got al fixed.

That wasn't the problem

In fact it was that i needed to turn my manufacturers default OC back on, which was 4.0GHZ across all cores compared to my base clock of 3.4GHZ. I cant remember the manual volt for the OC at the mo but its stable but i think is something like 275 or something oh i cant remember. I at the time had had it disabled as i didnt need the extra power (in so excess heat) and not knowing much about OC's at that time i didnt know that would fix it or not.

Even with the overlock enabled i would still see it go down to 90-95% usage while playing conquest large on the Amien map and getting 85-110fps. With no overclock i would get anywhere between 60-80%usage and my frames would be in the 70-90fps on the same map.

I haven't played in ages thou as i was getting sick of the terrible servers... there are 0 English UK servers, the closest were Ireland (super rare, ,maybe 1 or 2), French & German ones. So i may have a low ping of 50 but still got stupid latency times.

I play Fallout 4 and MG Phantom Pain now instead, less hassle.
