Motherboard is not working or recognizing anything after CMOS resets

My motherboard a B350M Mortar Arctic and I wanted to OC my ryzen 5 1600 to 3.6 GHz but the system was't stable so I had to mess with settings and reset the CMOS jumper when I would get a black screen. After a few tries, even at a small OC even resetting the CMOS jumper didn't work.

Tried everything I've read online: Removed MOBO battery, disconnected PSU let it sit overnight and still nothing.

My Debug LEDs show that only my GPU is recognized and my cpu is only recognized for a second on the LED then it shuts off.

Is this motherboard dead somehow?

It sounds like your CPU or it's cooler is not installed properly. Did you ever have it running stable at stock speeds before you started overclocking?

You should remove both and install them a 2nd time. Look for bent pins, if the thermal paste is applied properly, if the cooler is sitting flat on the CPU, if the 8-pin CPU power cable is plugged in properly and if the CPU cooler is plunged into the fan header properly.
