GPU bottlenecking CPU, CPU %52, GPU %100 NEED HELP PLEASE

CPU usage stays around %18 to %52 while the gpu is at %100. Usually it stays about %30 even when playing ark survival evolved and can only play at medium settings where as i could play on high settings with 30fps with the fx 6300!!!! when i stress the cpu then it goes to %100. GTA 5 i get around 15fps on max settings and my FX 6300 gets around 40-60fps on max also!

This is driving me nuts as I just bought this CPU from a friend who didn't have this problem!!!! I had already owned on fx 8350 but it didn't work and my friend basicly gave me this 8350.

i just went from an fx 6300 to the fx 8350 and it seems that i lost almost 30-20fps in every game! even minecraft i lost performance. I turned c6-state off and cool n quiet to disabled by cpu. Is there a reason for this huge dip in performance?

CPU: FX8350
GPU: EVGA GTX 1050 2gb
Mobo: Asus M5A99x EVO R2.0
PSU: EVGA 430W 80+
CPU cooler: Coolermaster V8
RAM: 16gb PNY Custom Lettering

This may or may not work, but it worked for me sometimes...and it’s pretty odd. Simply remove the ram sticks and put them back in...loose or not. Pretty sure you won’t kill the system doing this, knowing you replaced a cpu just fine.

Now I only get 5 fps no matter what i do in GTA V, i have know idea whats causing this problem. My whole computer starts to lock up after i try to test GTA V, like my whole computer starts to freeze up. before opening GTA V my computer runs just fine in every other game but as soon as i open GTA V every other game starts to studder reaaaaally reaaaally bad.

So i just got an FX 8350 from a friend that just upgraded and we looked over his computer with that processor in it and his computer got over 60fps on GTA 5 with a 1050 2gb on high to very high settings 1050p not 1080p. so here is my pc currently:

CPU: FX 8350 Turbo is enabled, cool n quiet always disabled, c-6 state disabled.
CPU cooler: Coolermaster V8
GPU: EVGA GTX 1050 2GB
RAM: PNY 16GB
Mobo: Asus M5A99x EVO R2.0
PSU: EVGA 430W 80+
Case: Deepcool Tesseract W/B

I only get about 5fps in GTA 5 with the same settings my friend had and no matter what we do to the settings and resolution it either gets worse or even worse like around 2fps. Every other game runs just fine BEFORE opening GTA 5, but AFTER OPENING GTA 5 every other game stutters really bad while riding a dino in ark to driving a car in beamng drive. DOOM 2016 runs just fine on my computer on ultra BEFORE opening GTA 5.

Is the cpu broken? Becuase i recently had an FX 6300 and GTA 5 ran better on that than this FX 8350 only getting 5fps max, it never goes over 5fps
