GPU & CPU Under utilization after motherboard switch

I recently had my computer fixed because of a motherboard failure. I switched from a MSI B150M motherboard to a MSI Z170A Gaming M5 motherboard. Immediately I noticed my computer running slightly slower than usual. The main problem is my GPU and CPU are underutilized when I'm gaming. Rainbow Six Siege, Playerunknown's Battlegrounds, Ghost Recon Wildlands, Escape From Tarkov, etc,. My CPU sits around 20-40% utilization and my GPU fluctuates from 20%-60%. With my previous motherboard it worked fine. I didn't change anything to under/overclock the GPU and CPU.

I used to get 100+ FPS on Rainbow Six Siege, now it's 25-60fps depending on how much is being shown.

Any guesses on how to fix this?

OS: Windows 10 Home
CPU: i7 6700 (Non-K)
GPU: GTX 1060 6GB
RAM: 16Gb 2133Mhz
