Msi rx 480 gaming x 8g weird core clock problem

So let's see:
I flashed a custom bios but I forgot to make backup of my original bios.

Now problem I'm facing is that my gpu core clock is fluctuating a lot. It's voltage keeps going between 943mv to 1086mv but weird is that when gpu usage is lower than 60% (just acknowledge this during overwatch) core clock become stable and voltage stays between 1.118 - 1.131.
I have tried 5 different PSU and even a motherboard so now gpu is left. I have tried different bios from msi and techpowerup but the core clock is still unstable. Increasing the power limit and voltage does nothing to the gpu.

Specs:
CPU: i5 6600k
GPU: MSI RX 480 GAMING X 8G
MB: GIGABYTE H170 GAMING 3
Storage: 1tb hdd 120 gb ssd

I'm lost right now and can't think of anything so anything would be really appreciated. Thank you.

Thanks for replying.
I'm on phone so I can't see a reply button anyway I know it's not thermal throttling because temps no more than 65.
I do lose performance but I only tried few benchmark and overwatch so didn't noticed any stutter as my monitor is just 60hz.

It's pretty late right now but to be certain I'll check in the morning.

Well the thing even after reducing the clock speed to 1100 it would stay stable for few minutes and then start fluctuating again. I ran claymore miner and OCCTPT at the same time saw that gpu power ( checking through afterburner) was going around 35watts. Now i don't know what is going I still have my doubt on psu a little bit as HWinfo64 reports 11.4v on +12v rail ( i know software reading isn't always correct)

but you already tried different psu right? is the card still under warranty? maybe contacting the manufacturer would be the only way to fix the problem if all attempt to solve the problem already tried but don't work at all, who knows msi will send replacement unit. by the way how about setting the power limit all the way up? have you tried it?

Thanks for helping but I figured out the the problem (finally)
My gpu sags a lot because of that core clock was dropping as I believe motherboard was not able to provide it steady power.
