My computer refuses to start when I have 2 sticks of ram installed (it boots, just doesn't send power to usb devices or show anything on the monitor). Both of the EZ debug leds for "DRAM" flash red, one after the other. Also, I have to have the RAM in the third slot from the left in order for it to boot properly, for whatever reason I cannot use the first slot, or the 2nd and 4th. I have tried nearly everything at this point and it is a brand new motherboard so I'm hoping the slot isn't faulty. Any opinions are much appreciated!!

CPU:
Intel i7 7700k kaby lake
GPU:
GeForce GTX 970
RAM:
2x 8gb Corsair Vengeance LPX DDR4
Motherboard:
MSI Z270 Gaming Plus

That would not cause any harm but you do not have dual channel memory with that setup. Are both sticks even working in Windows? Look in "Device Manager > System" to see how many gigabits of installed RAM Windows detects.
If you are using 1 stick of RAM, the only slot that should work is marked "DIMMA2". If you are using 2 sticks you should use slots marked "DIMMA2 & DIMMB2".

Check all the RAM slots, and metal contacts on the RAM sticks, for any dirt which may be preventing a proper connection.

I read the manual and you are right about which slots to use, but when I did install them there it still flashed the debug leds. As well as installing the one stick in the "DIMMA2" slot, still get the error leds. This is making me nervous thinking the slots are just faulty... The only way to get my computer to boot properly is installing one stick in the "DIMMB1" slot..

It's also possible 1 stick of RAM is faulty. Once you can get the computer to boot with 1 stick, try switching to the other stick and see if it will still boot.

I can't believe more than 1 slot could be faulty or damaged, it must be something else.

Try going into the BIOS and look over the memory settings. If you have the XMP profile enabled, try disabling XMP and enter the RAM speed and timings manually. Perhaps lowering them slightly might help 2 sticks boot.

The speed of your Corsair Vengeance LPX RAM is 2666mhz, but everything over 2400mhz is considered an overclock on your MSI Z270 Gaming Plus motherboard. Try lowering the speed of your RAM in the BIOS to 2400mhz and see if that helps. You probably don't need to change the timings, but it should be around 17-17-17-36.
