Just wondering what's the problem here... I am experiencing stutters while playing games like Fallout 4, Crysis 3, and etc all of which i've tried the lowest to highest settings all of which exhibit some slowdowns or stutters. I suspect it is the slow RAM but what are your thoughts?

CPU: AMD A8-7650K @4.1 GHz on Stock Air cooler (Planning to upgrade to a CoolerMaster Blizzard)
GPU: 2GB GDDR5 Palit GeForce GTX 750Ti StormX OC
RAM: 2x1333 MHz DDR3 Samsung Generic
HDD:2x500 GB Seagate Barracuda 7200 RPM
OS: Windows 10 Pro (Creators Fall Update)

both gpu and cpu

those games have pretty high cpu requirements

the 750 ti is only a decent 720p card and will struggle at 1080p

so first would be to set the resolution to 1280 x 720 and settings to medium

and tweak from there, turning off or seriously lowering cpu intensive settings like shadow distance etc

oc'ed cpu on stock cooler? this is also a red flag, install msi afterburner and monitor cpu temps while you play

your setup is not really going to be decent at any newer game

esports and at best maybe overwatch are the only things that may run decently

Looking at the Fallout 4 Recommended Requirements as per: https://www.systemrequirementslab.com/cyri/requirements/fallout-4/12905

CPU: Intel Core i7 4790 3.6 GHz/AMD FX-9590 4.7 GHz or equivalent
RAM: 8 GB
OS: Windows 7/8/10 (64-bit OS required)
VIDEO CARD: NVIDIA GTX 780 3GB/AMD Radeon R9 290X 4GB or equivalent
FREE DISK SPACE: 30 GB
Sorry to say but your system meets none of theses requirements, not even by a long shot (ie lowest possible settings);

1. compare your cpu to requirements shows it is not powerful enough overclocked or not

2. compare your video card to the requirements again show your video card is just not powerful enough;

Does this explain the stutters? I mean I can run then above playable frame rates but with micro stutters

The CPU, or in your case your APU, getting overwhelmed can temporarily cause stutters if it's too slow. You can easily test this for yourself. Download MSI Afterburner, then run it while you play a game. Set up MSI Afterburner to show you CPU and GPU usage. If you see one or both of them at or near 100% then that's you proof that your computer is working as hard as it can.

Keep in mind that 100% usage is not bad in and of itself, but when you are suffering performance issues then 100% usage is a big clue why.

The A8 isn't really thermal throttling since I enabled MSI Afterburner OSD with HWMonitor to see my current CPU Speed it boosts to 4110MHz and stays at 4090MHz and is hovering at 85-100 C when playing games such as GTA 5. Is that okay or should I tune my speeds down to stock?

Lowered my voltages though that fixed the overheating now since my max temp 91 and hovers around 81-88 C but the stuttering is still present. Any more possible fixes? Or should I just deal with these micro stutters and wait for a more decent upgrade to a G4560 or something better?
