There is a noticeable difference between 55-60 and 45. At truly high fps like 90-100 you can't tell the difference in a 15-20 fps drop, but at lower fps like that the difference can be very noticeable.

Then the game is CPU bound, your CPU is just too weak for the game. The lag you are seeing is the CPU being unable to keep up with the GPU.
