So I got ryzen 5 1600 and gtx 770 4gb on b350 tomahawk from msi.
I was on a very tight budget so I had to go few weeks with a 1x4gb stick: Crucial Ballistix Sport 4gb 2400 ddr4 ram. Now that paycheck came through, can I buy the same stick again and put into system and everything will be fine?

Your just adding more so nothing to throw away.
If you had extra I would sell them.
Even buying the same exact memory does not guarantee it will work but it should. Memory is sold in matched sets tested to work together for that reason. What appears to be the exact memory can be made with parts from different manufactures.

No I am buying the exact same stick. Also in general case when you upgrade ram, do you just throw away existing ram cards ......

Yea thats what I was thinking oh well i will give it a try its only 70 dollars ish. Also how do I know the ram works when i fit it in? If bios shows 2 ram sticks are we good or can we still be in the trouble even if bios picks it up

If you have money to throw around, go for it and buy another stick. In all honesty though, you probably won't need it for a while unless you're a hardcore memory user like me who uses ram-consuming programs like Adobe programs. I'd personally wait for a bit and go for something else like an SSD or something else to spoil yourself with! :)
