Hello.
I have a strange problem and I don't know much about networking, though I have tried my best searching about my issue and couldn't find any answers, so I hope you guys could help me out.
My problem is about changing my public IP address.
In the past, I had an old ADSL modem router and every time I was disconnecting and reconnecting my PPPoE connection, I would get a new IP address.
But I have changed the modem/router for some reasons(it's D-Link 2640U now) and the trick I used to do to get a new IP doesn't work anymore.
I have tried changing any configuration that I could find in the modem settings to see if it get fixed, but no luck.
For now, the things I can do to get a new IP is to unplug the modem(even one second unplugging would work) and/or reset the modem by the setting page(though retraining the ADSL line doesn't get me a new IP, just resetting the whole modem), but I am afraid by doing that, I might hurt the modem as I need to do it frequently.
However, I did really diagnose the problem and I have found something that I cannot understand.
I have found that if I disconnect the PPPoE connection on my modem, it doesn't really disconnect, hard to describe, but I'll do my best.
There is a status page and it's showing me an uptime, but there are two uptimes.
The first one getting reset every time I disconnect the PPPoE connection in the setting page, but the second uptime doesn't getting reset no matter what I do, but when it does get reset, I do get a new IP.
So I'm wondering what's wrong with this modem that I am not getting a new IP just by disconnecting my connection and why this trick does work with my old modem, what do I need to change?
Please help me out, I really do need to change my IP every day or so, and if you're wondering why, because some IPs are slow on speed and I need to get a new range of IP to gain my speed.
I know it's weird and it's not as simple as that, there various factors why some range of IPs are very slow on speed, but to make it brief I won't go further unless you want me to.
And I am so sorry for this ridiculously long post, I just didn't know how to make it shorter.

So it seems like no one knows what's going on with this modem, but I have found the solution after some lucky changes in the settings.
The only way to change the IP address in this modem without having to unplug or reset the modem is to modify the PPPoE connection settings!
I'll tell you the specific details on how to do it in this modem(D-Link DSL-2740U) and I hope if you are having the same problem, you can find it in your modem's settings too.
First, go to the modem settings by entering the IP address of the modem, then in the main page and in the main tab which is SETUP tab, you'll find a few other options on the left side.
Click on "Internet Setup", at the bottom of the page you'll see "CURRENT ATM VC TABLE:" and below...

Dear USAFRet, I have stated in my OP about why do I need to change my IP, but I'll briefly say it again.
In here, we have a serious matter of restriction over the Internet, many websites including YouTube, Facebook, Twitter and so many other websites are blocked by government, so we have to use VPN in order to access these websites; however, sometimes, the range of IP address we get(regardless of which ISP it is, meaning that every ISP has the same issue and therefore the same trick to fix it) might not give us full speed over VPN, so if we change the IP address and finally get the right one, we will have a good speed over the VPN, so this is why I need to change my IP frequantly, and most people if I don't say everyone, is using the VPN each time they use the Internet(it's 24/7 in my case as I don't usually turn off the PC), so that is why it's so important.
And yes, you are right, I have no influence over the IP address I am receiving, so I have to keep changing it till I get the right one and it works for quite a good while, but my specific problem is that why the new modem router doesn't giving me a new IP address when I disconnect the PPPoE session, while the old modem does, it is not a matter of ISP's internal settings and configuration, but rather a matter of how the new modem works, so I am trying to figure out how can I completely reset my PPPoE connection(session) without having to unplug the modem or reset the whole modem.
Dear SirSub42, thank you, as I have been around every single configuration of this modem, I have never seen such setting, I know what it means, but probably my modem doesn't have it as I have never seen this or anything similar.

Your local IP depends on your ISP policy. Some base it on the userid so it does not change even if you disconnect it. Other it depends on what address the dhcp server has free. It may just give you the same address back because that is the first in it pool.

VPN services have a larger pool of addresses but you many times get the same IP back if you attempt to change it quickly. The only way to get a different IP for sure it to change data centers in most cases.

The ISP...and VPN services...really don't like people that constantly change IP. There are people who get large numbers of sites blacklisted and blocked, they keep changing ip and eventual get large number of ip blocked. Some ISP/VPN intentionally try to limit how many ip addresses you can use.

Even when not changing the IP you get issues. On my VPN I get google and amazon making me prove I am not a robot because of misuse of other people sharing the same external IP.

The main disadvantage to VPN is it is used by many people for illegal file sharing. This uses massive bandwidth. If you happen to share a IP with a person like that you are going to get a slower connection. There are VPN that to not allow torrents and they tend to perform better.

You can do little about the IP address you are given by your ISP but on the VPN side the best it to make your own vpn server. There are services called VPS where you are leasing a virtual server. Many will load a unix image that contains a preconfigured vpn server. The IP address on these can actually be static if you want.

If you get this from one of the larger providers...say google..it is almost impossible for even netflix to block it because you are sharing addresses with other large web providers not running vpn. Now if you are doing bad thing via vpn these will ban you much quicker than a actual vpn service. This mean the IP blocks do not get black listed as much as actual vpn services.

Dear bill001g, thank you very much for your extended and therefore very useful information, but if you allow me, I have to say there has been a huge misunderstanding.
The problem I have has nothing to do with the VPN itself, but my public IP as I have said it before, I have(and technically everyone in my country has) this issue for as long as I can remember, probably ten years now that I am using this trick to get a faster connection, not for torrenting or illegal file sharing, just to watch a YouTube video! But you might say how this is possible, well all I can tell you is that I have heard what I am telling you right now from so many other people, so it's not just me having the same problem and more importantly having the same way of solving it.
So while I absolutely understand every single fact you have told me, but the issue remains so little.
As I have stated in my previous post, I know that I have no influence over my IP address, but my ISP refreshes my IP everytime I disconnect the modem or by disconnecting my connecting(as with the old modem).
So let's all forget about the VPN, which has nothing to do with my issue, now all I need to know is why my new modem doesn't get a new IP if I don't unplug it? And why the old modem which I still have it, plus another one, which makes them two(different brands) does get a new IP address just by disconnecting the PPPoE session(and allow me to say I am with my current ISP for over 10 years now and I kinda know how it works with them)?
So I understand everyone replying to this thread is trying to help me and they have dedicated their time for me to read my nonsense long posts and I am absolutely grateful for that, so please don't get mistaken, but I just need to know if there is anything I can do with my new modem to get a new IP address just by disconnecting my connection like the other two modems?
If not, then that's a misfortune and I just have to keep my finger crossed and hope the new modem doesn't get damaged by resetting and unplugging.
And again, I know it all sounds rubbish and nonsense, but it is not, you would get it if you were here, slow Internet, censorship, and other factors that's making everyone to try for a little bit faster connection.

That's it, your IP is changed, no actual setting is changed or modified though. All it does is that it disconnects your connection and reconnects you, just like how you would do it manually.
But as I have stated in my OP, when I manually disconnect the connection, it doesn't change the IP and more importantly, my second uptime in the status page doesn't get reset, but by clicking on the "Modify" button, the second uptime does get reset.
So if anyone knows what's going on and what is the reason behind all this, I'll really appreciate it if you could explain it to me about why the modem has this kind of behavior, why when I disconnect manually, it seems to keep up the connection in some mysterious way(although the ISP states me as disconnected).
So yes, that is the solution I was looking for, but I am not going to mark my reply as an answer, because bill001g's post is more like a proper answer.
He indeed has a good point and therefore a proper solution to my problem.
At the time I was reading and replying to his post, I couldn't realize and I was too focused finding a solution to my problem, but now I can safely say that if you indeed find a proper VPN or VPS(his main point in that post) you are indeed going to be fine even here, meaning that I or other people here would have a great VPN connection at the best speed(without having to change the IP), even though what I have stated in my posts remains correct about us having trouble and changing the IP would fix it.
So this it, another long post and probably not so much useful, but in the end, I would like the moderator to select the answer for this thread as there are two different solutions, my solution and bill001g's solution and I cannot make a decision which one to choose, so I hope the moderator chooses the right one.
