With the GPU prices skyrocketing what GPU should I buy. I was initially going to buy a 1060 3GB but it is 90 pounds above MSRP, I would like to run some games at ultra settings 1080p but don't mind running them at medium settings.

You are willing to pay 90 dollars over MSRP for a 1060 3gb? I cetinaly wouldn't be.

It is just not a good time to be buying GPU's, my recommendation would be to just wait until prices get more reasonable. You are getting a 1060 3gb which is really not what I would recommend for modern games at 1080p+ many will use well over 3gb of VRAM, for the price of a 1070 if prices were near MSRP.

Didn't say I was willing to pay for it, i'll just wait for a 1060 6GB to drop in price

1060 3GB is a mid-range card. That will offer Ultra on some older titles. It also doesn't really have enough VRAM for my tastes. I recommend nothing less than the 1060 6GB for your needs.

Which card? None at the moment unless you are willing to buy used. In the retail market the 1060 3GB has been as low as $199. The 6GB usually is $259-$289. The 1070 starts at $379. The 1080 at $499. The 1080 Ti starts at $699.

As you will notice those prices are mentioned aren't anywhere near where they are now. Buy now and waste money or save until prices go down and by then you might be able to afford a 1070.
