i5 4590 bottleneck my GTX 1070 in GTA V?

as stated above, I am getting a bottleneck in GTA V, is there anyway to fix it or do I have to upgrade my system for it to be better?

In game system %

CPU 90-95%
GPU 30-40%

I play on the "High setting" 1080p

I get around 70-80fps in game but I want it to be higher for I am using a 144hz screen.

I updated the latest nVidia driver and windows 10 update.

Also I run it through rockstar and not through steam

GTX 1070 zotack amp extreme
Cooler Master G750m
250GB Samsung evo 750
2TB 7200RPM Seagate
Asus vg248qe 144HZ monitor

Is you fps capped ? If it is not capped i would say yes if the cpu is running close to 100% and the gpu is in your case under 50%. Your cpu is working overtime and cant feed the gpu colors and squares and stuff
