Low Ghz on CPU after installing water cooling

Hello everyone!
I got a used water cooler by my friend (it's a cooler master seidon v120) after it's installed, I discovered that my cpu was running at only about 2GHz and it should run 4Ghz. Opens the BIOS and finds that CPU Smart Protection is turned on so I turn it off. I press save and reset, but it just goes out. Trying to turn it on, but after about 7 seconds, my PC completely turns off. Trying to remove the CMOS battery for 10 seconds and reinserting worked to make it boot again, but CPU Smart Protection is automatically set to Enable and it runs again at 2GHz. (it's not thermalthrottleling)

What I have tried:
Taken the CPU in and out
new thermal paste
Update BIOS

CPU: AMD FX-8350 @ 4.0GHz
GPU: ASUS GeForce GTX 1060 6GB Dual OC
Ram: 16,00GB Dual-Channel DDR3 @ 800MHz
Motherboard: MSI 970 GAMING
Storage 1: 111GB Corsair Force LE SSD (SSD)
Storage 2: 223GB KINGSTON SUV400S37240G (SSD)
