Ryzen 1600 locked at 1.37ghz

My computer is pretty much running at 35% normal performance, this thing has a Gtx 1080 and the cpu is overclocked to 3.8ghz and I'm getting as low as 30fps on 1080p! I feel like this has something to do with Windows new fall creator update as I noticed this problem after getting it but not sure.

I get this issue as well on my Ryzen 3 1200. Apparently others have had success updating the BIOS of the motherboard. I haven't tried it yet since typically a restart of my computer gets it working at my preferred clockspeeds but this is getting annoying enough for me that I might see what a BIOS update does for me. I'll let you know if I do it.

I have had to reinstall an older version of Windows (v.1703) and it looks a bit better, but the benchmarks still say they are garbage
