Port Forwarding Apple Airport With Huawei HG659 As Wifi Repeater

I have tried solving this issue for the past 4 hours of my day, but to no avail.

I am trying to port forward the TCP port 25565 from my Apple Airport Extreme.
I currently have my network set using three modems/routers, two Airport Extremes, and one Huawei HG659. I have one Airport Extreme set to being the modem and AP, then i have another Airport Extreme extending the network (an AP on a different floor). The HG659 and second Airport extreme is connected to the modem via ethernet, and my PC is connected to the HG659. All of the devices are connected to one another via Ethernet cables.

I have added a port setting on the modem to have TCP and UDP ports 25565 open, with the private IP address set to 10.0.1.250

I have made a DHCP reservation for 10.0.1.250 on the Airport Extreme, and have set the MAC to that of the HG659.

The HG659 was used as the modem beforehand, and had already been port forwarded and works fine.

My PC (192.168.1.9) is set as the host for the port mapping on the HG659, and the HG659 (10.0.1.250) is set as the host for the port mapping on the Airport Extreme.

I have configured my firewall to allow TCP port 25565 as an inbound and outbound rule.

Using the software from https://portforward.com/, and using the websites:
https://www.yougetsignal.com/tools/open-ports/
https://portchecker.co/check
and http://canyouseeme.org/, the all conclude that neither TCP nor UDP ports 25565 are open.

All the posts that i have come across only address port forwarding through only Airports, or only setups that don't include Airports.

I should add that my computer can't connect directly onto the Airport Extreme, as there aren't any LAN slots open, and i don't have a working wireless card installed.

Can you connect to your server from inside your network? If no, then you can't connect from outside.

When you went to the port checking sites was your server running? If no, port checkers will normally respond the port is closed.

Did the port checkers say closed or timed out? Timed out is often a firewall stopping your messages.

Reading your description, it sounds like you did it correctly. If you can't get it working I would open the firewall logs on your routers, clear them, and then try to connect to your server. Are you getting any messages that could help? You can also try to disable the windows firewall and retest.
