PC loud when idle or browsing the internet

My PC runs fine, and it's not loud at all when I play games. But as soon as it starts idling, or I start watching a series or something similar, it begins to get noisy. It's like a constant yuuuuuuuuu or a bright humming sound. It's hard to describe. It might sound a bit like a very low jet engine. It goes straight through my headphones and drives me completely nuts when I'm watching something. I'd love it if someone had some experience or insight on the matter. It completely disappears when the PC is under load, like if I'm playing something. I tried listening to where the sound might be coming from, and it's actually near the graphics card. I don't know if it's the graphics card however. I'm running with a gtx 980, a Gigabye GA-Z270-Gaming K3 (completely new) and a I7 7700k (completely new). I just replaced my RAM, CPU and motherboard, and I've only had problems since. Not with running anything, but with the amount of annoying sounds that have been coming from it. However I managed to lower most of the sounds, and now the only problem is with this sound. I cannot for the life of me find a way to reduce, or completely remove this annoying sound, and I'm gonna go nuts soon if I don't find a solution. Only time I can use my PC now is when I game, otherwise it'll start woooooooooooooooing all the time. Any help is appreciated a bunch!
 
Solution
Well if the noise stops when you stop the fan. Then I'd say replacing the fan will fix it. The Arctic F12 PWM is a nice budget fan. I've got about ten of them in various computers. They have good air flow and are quiet.

It's funny that I figure out what it is right as I post this. It's one of the fans. It's the one in the top, which makes no sense at all since that's not at all where the sound comes from, but when I put my finger in it and stop it, the sound stops. I wonder if it's the fan or the motherboard soundstick thingy though. I wonder if a new fan would fix it.

For now, I'm configuring the smart fan feature to see if I might find a possible way of "keeping its mouth shut" when it's idling. So far, it's been going pretty well. I got it down by quite a bit, but I gotta keep trying to see if I can remove the noise completely. Thanks a lot for commenting :)
