Not sure why this is happening but my specs are

watercooled gtx 1080 ti and watercooled ryzen 1700 overclocked to 3.6 ghz
3200 drr4 ripjaw ram and 1 tb m.2 ssd , with windows 10.

Im trying to play crysis 3 again and at the start as im moving around its pretty smooth at 4k and all settings at the highest but sometimes the frames will stutter just a bit but then go back to super smooth and i tried monitoring EVERYTHING. Gpu. CPU. temps are good. Clocks dont go down. usage does not go up. Nothing changes except this frame dropping that is annoying. Its like a stutter. HDD is fine. Nothing changes on anything monitoring wise. Im not sure whats going on....its really annnoying.

Anyone know what it could be?

You are sure that while you are gaming your cpu or gpu load % isn't changing at all when a stutter occurs? Sometimes msi osd doesnt show a % decrease, which is why I use programs that actually show a graph of % increase and decrease, that way I can look to see what is actually not being used effectively.

The only thing I can think of since you say your cpu and gpu % isn't changing when these stutters occur, is that it might be a ram issue. What you could do is take both sticks out, then only put in 1 stick in the correct dimm slot on your mobo (check manual for which dimm slot should be used for single channel ram) and test it, if the problem persists then take out that stick and try then other. Beyond that I am clueless.

ill reset everything to default and remove overclocks and see if i get better results. I should be able to run crysis 3 at 4k pretty smoothly right? I use vr and get pretty good fps too not stuttering

Removing overclocks might help as well, and with the 1080ti @4k resolution with max settings you should expect anywhere between 45-55fps on crysis 3. Could get above 60 with overclocks as well potentially.

That is quite odd, my knowledge is limited here but it either sounds like a memory leak from your ram or a potential bottleneck. Sorry I can't be of more help. Hopefully somebody else will come along that has more knowledge than me!
