High Ping When Downloading (Wired Connection)

Please help, I am at my wit's end trying to discover the source of this issue and have called my ISP no less than 15 times to try and solve it with no forward progress

The issue is rather straightforward. When downloading anything, regardless of the file size, on a wired or wireless connection, ping spikes and the internet for the entire household slows to a crawl. Downloads will occasionally even crash themselves, meaning that only one device downloading a singular update or file will occasionally fail because the very download it is doing crashes the internet completely. I have tried metering the connection, limiting bandwidth, removing devices from the network, nothing seems to work.

The router/modem is a Zyxel VMG4825-B10A using a bonded DSL connection with a down speed of 25Mbps and an up speed of about 2Mbps

It doesn't matter what device is using it, wired or wireless, it can be one device on the network alone downloading at as little as 1Mbps and it will crash the internet meaning the download will stop or cause extremely high ping numbers regardless of what type of device is accessing the network, even if it is the only device connected to the network

No. You cannot be sure, or assume, that the "repaired" wires are correct. Nor, second, can you assume that the ISP's firmware provisioning is up to date.

Your pathping results indicate possible problems beyond your router and modem.

Starting with the second hop.

My thought would be that there is a physical connection problem. Lots of options to troubleshoot.

Do so starting with easiest to hardest based on your circumstances and environment.

Have you updated the router's firmware?

Physically insect (do so safely; do not climb on roofs) all incoming connections and wires. Look for signs of corrosion, rodent chews, bare metal showing, loose connections, corrosion, etc.. Any physical damage. Disconnect and clean all connections. Look for unexplained wires and connections.

Swap out any cables with known working cables. Do so methodically - one cable at a time.

Run pathping and tracert via the Command Prompt.

Target Google at IP address 8.8.8.8 and 8.8.4.4

Identify, via the hops, where the problem may be occurring.

Recently a tree took out the incoming wires to the house, they have since been inspected and fixed so I don't anticipate the issue is there. As for all the other cables, they seem completely fine as well.

Upon going to Zxyel's website, I found out that my model of router/modem is made specifically for ISPs and my ISP would have to inform me if the firmware is out of date or not. I can call and ask but I would feel like they would have the latest installed since the router was installed not long ago.

6 and 7 seem to have 100% loss

No downloads were taking place during the time of the test which is the only time speeds seem to be affected is during a download
