How to access the ARP Table/Telnet not working for my modem

I've recently set up a Wake on Lan for my PC, but when trying to use it after more than 20-30mins it doesn't work. After some research I've found that this is due to the ARP Table on the modem removing my PC's IP after a set amount of time, meaning I need to set a static IP inside my modems ARP Table. Most sources point towards using Windows' telnet function to access your modem and change settings, but when ever I try to connect the default gateway address (10.0.0.138) I just get a error message in return saying that the connection failed on port 23. Is there something I'm doing wrong with the Telnet function or is there any other way to access the ARP table in the Telstra Gateway modem?

I've already set up a normal Static IP and have been able to log into my modem through the online modem settings, I was just needing to set up a Static IP inside the ARP Table specifically, which with this modem, like most others, is not an option in the normal settings, but is in the Telnet function. Thanks for your reply though
