My current build consists of an AMD FX 8300 with CoolerMaster water cooler, Corsair V Formula motherboard with 2x4GB (8GB) of ram. Paired with a Corsair 770 PSU and a Geforce 960 4GB Windforce.
Im trying to decide if i should just get a new SSD and 16GB of the highest ram speed possible for the V Formula,or just go with this deal:
https://www.newegg.com/Product/ComboBundleDetails.aspx?ItemList=Combo.3705705
and use my CPU cooler, PSU, and GPU from my current build.
What do you guys think?

Is my GPU really that outdated? Also does the mobo in that combo not overclock? I kinda think I wouldn't have to overclock it since its already at 4.0Ghz don't ya think?
Also that i3-8100 looks balling from a money saving point of view.

Yes, the mobo in that combo works to overclock. The thing is, overclocking mobos cost more, which is why I recommended waiting for the (non-overclocking) B360 mobos to come out which will cost less. And no, you don't have to overclock the 8350K, but in that case you're paying extra for an unlocked (overclockable) CPU that you won't take advantage of. Without overclocking, the 8350k is only 11% faster in terms of clock speed while costing 38% more...

Regarding your GPU, it's not that outdated, but it's pretty much entry level by todays standards (a little better than a GTX 1050). In terms of immediate performance, getting an i3-8100 + better GPU will get you more performance than a i3-8350k + your 960. Unfortunately, now is a terrible time to buy a GPU due to crazy prices, so maybe you are better off spending a bit more on a CPU that will serve you well for a while, and then wait a bit and save up for a new GPU.

You should probably wait for Z390.

And no, you can use the same bracket from LGA 1156.

EDIT: Oh, you most definitely need a new bracket. If you had any bracket since LGA 1156, you could use it, but no AMD brackets are compatible with Intel as far as I know.

Doubtful, but can't say for sure without knowing which exact cooler you have.
Edit:

Why?

Where did you get LGA 1156 from? He has an AM3+ mobo currently. His cooler will likely work with LGA 1151 without a bracket though.

He should wait for Z390 because it's the actual Coffee Lake chipset (actually Cannonlake PCH). It has native wi-fi and USB 3.1 Gen 2. Also, new Thunderbolt 3.0 controller. Better all around IMO

And well, that was a mistake. :p
