Solution
YOu'd probably be looking at a GT 1030. I don't know of exact performance but it will run those games at decent frame rates. Check YouTube for similar systems with GT 1030 and those games.

Video Card: MSI - GeForce GT 1030 2GB LP OC Video Card ($86.98 @ Newegg)
Total: $86.98
Prices include shipping, taxes, and discounts when available

Solution
if you have the MT desktop I would change your PSu and get a GTX 750 and be done with it.

NVIDIA GeForce GTX750 Graphic Card 1GB 128 Bit DDR5 PCI Express3.0 16X DVI/VGA/HDMI - 66.99$
https://www.newegg.com/Product/Product.aspx?Item=9SIA4RE5X87772&cm_re=GTX_750-_-9SIA4RE5X87772-_-Product

CORSAIR CX Series CX450 450W ATX12V 80 PLUS BRONZE Certified Active PFC Power Supply - 44.95$
https://www.newegg.com/Product/Product.aspx?Item=N82E16817139201&cm_re=400w_power_supply-_-17-139-201-_-Product

total 112$ + taxes.

Why would he want to do that when a GT 1030 offers practically identical performance at a 30 watt TDP, and would therefore likely run fine on his existing PSU?

As for running CS:GO at 150+ FPS, I imagine performance will likely drop below that level at times with any sub-$100 card, at least at 1080p. Of course, if you're only on a 60Hz screen, that probably won't make much of a difference anyway.
