I currently have 1 stick of 8gb DDR4-3000 16 CAS 1.35v ram. I want to upgrade it a bit, but finding a single stick of 4gb ram seems to be impossible. The closest I can find is a 4gb stick of DDR4-2666 ram 16 CAS 1.2v. The timings for my stick is 16-18-18-38 and the 4gb one is 16-16-16. Not sure if the timings matter.

Currently my mobo can only support up to 2666 anyway, so my current stick of ram is set to 2666 at 1.35v. I am wondering, could I set the voltage on my current stick down to 1.2 OR set the voltage on that 4gb stick to 1.35 or maybe even meet the voltages in between? Will this work without a risk of problems?

If not, could anyone recommend ram I get?

Find the exact make model, and size of your ram. Install that, instead of a 4GB because if they match you can enable Dual Channel mode. Do that our buy a kit that has two DIMMs and are designed to work together in Dual Channel mode.

The stick I originally bought is this: https://www.newegg.com/Product/Product.aspx?Item=N82E16820232419&ignorebbr=1&nm_mc=AFC-C8Junction&cm_mmc=AFC-C8Junction-PCPartPicker,%20LLC-_-na-_-na-_-na&cm_sp=&AID=10446076&PID=3938566&SID=

I have to get another one to get dual channel?

Yep, and the fact that you can still get that DIMM is great.
The last time I did what you are trying to do, the RAM wasn't even available at retail anymore but I found an exact match on eBay.
