Specs?

If it freezes at the BIOS screen then that generally tells you there is an issue with the card. Drivers aren't even loaded at that point. I would revert to the previous card, boot into Windows if possible. If you can then update your motherboard BIOS and try reinstalling the 1060 again.

If it doesn't work try it in another slot or another PC to confirm the card is the issue.

I tried this, and it booted on my other pc. Do i need to reset all my settings on my old pc, and then plug the graphics card in?

If it actually works on another PC:

1. Install the previous card the system had in it so it works
2. Download the latest BIOS from your motherboard maker's web page for the motherboard
2.5 While you are at it, download and update your chipset drivers
3. Put the bios file on a FAT32 flash drive
4. Uninstall the graphics card drivers
5. Restart the PC and access BIOS settings
6. Update the BIOS using whatever flash ulility the BIOS uses
7. Shutdown, uninstall graphics card, install 1060 GTX
8. Start up and see if you can get into Windows. If it freezes at BIOS try another slot.

If that doesn't work then the card is not going to work with that motherboard. What is the name of the motherboard? If it's not UEFI capable then any graphics card in the 700, 900, or 1000 nVIDIA series can refuse to work as the motherboard cannot handle the larger vbios size of the card.
