New PC boots with 1 ram stick but not with both in correct position.

Both ram sticks work for sure. BIOS only boots up when the RAM stick is in A2. But it also boots up if the RAM sticks are together in A1 and A2(right next to each other)

I do get a message that says they recommend moving a ram stick though. What is the problem?
 
Solution
Have you tried a single stick in B2 by itself to ensure the B2 slot is working?
If it works with a single stick, I would consider returning the Ram.

Have you tried updating the bios yet? You might get extended Ram support with an update.
Are you trying to overclock anything?

If these pointers don't help, I'd consider exchanging the Ram kit for another (making sure it's on the QVL Ram list for your board).

You are probably in single channel mode when using A1,A2.
Your motherboard may require ram in slots A1, B1 for dual channel operation.
(or A2,B2 would then be acceptable as well)
Check your manual if unsure, or post your motherboard model.
Did both sticks come from the same memory kit? Different makes of ram may not always work together in dual channel mode.

Yeah they came from the same kit. Motherboard is https://www.msi.com/Motherboard/Z370-A-PRO It does say A2,B2 but it doesn't boot up in that position
