Specs: 1600x, 2x8 Gb (2933Mhz), AsRock AB350 Fatality Gaming K4 MSI 1060 6GB, Master Cooler Evo, Corsair 550 80+ Bronze.
So I OC to 3.9GHz @ 1.375V (Stock voltage), did all my monitoring (CPU-z and HWMonitor) and stressed test it for 3 hours using Prime95. I even played a bit of Watch Dogs 2 on it. Everything seemed working fine. I decided to restart my pc and it just went to black screen and wouldn't boot. So I figured it needed more juice so I increased the voltage to 1.4V and still nothing which was weird since I had rebooted it before with stock voltages. Then I increased to 1.425V and still nothing. At this point I just went back to Stock settings and OC ram to 2933 which is how it was originally.
Any Idea help? Something I noticed, and I don't know if this has something to do with it but when I am running on stock speeds on HWMonitor my CPU voltages fluctuate between 0.862V min and 1.494V max. The max voltage is puzzling because in the bios it is set to 1.375. I know there must be some sort of LLC voltage but I don't know where it is on my MOBO bios...

Solution
if xfr is turned on voltages can go up to 1.55v, if only for a moment. it's adaptive. cpu will boost depending on the workload. thats why most people turn it off to keep exact voltages and temps. it always gives more voltage than is sometimes needed.
