I changed the cpu thermal paste and ever since that I have been getting 100°C on my cpu temps. I will not do anything and just leave my pc after I log in and startup but it still reaches those temps. I checked bios and turned the fans up to max on the cooler and still saw that the temp was gradually going up until it reached 100.

I have a core i5 4590 with the stock cooler.

I have a new motherboard which I can install if it’s the motherboard but I don’t have any DDR4 ram for it yet.

Worst case scenario for me would be having to either buy a new cooler or cpu.

Solution
Is CPU fan connected to the CPU_FAN header? Is it spinning? If it is proceed to next steps for cooler reinstall

1. Uninstall CPU cooler
2. Clean both cooler and CPU can with isoprobl alcohol 90% and a lint free cloth such as a coffee filter. Both should shine.
3. Add a small vertical line of thermal paste on the CPU cap. It should only be a small amount.
4. Put the cooler back in and connect it to whatever holds it onto the motherboard. Avoid twisting.

The only thing that can cause temps like that is bad cooler install or bad paste application.

What was wrong with the thermal paste? Did you apply too much paste? If not, then not all 4 pins are fully locked in place; check from the back to make sure they all are fully inserted.
