What excactly is a "bottleneck"?

I know where the word comes from,but is it when a cpu is at 99% and when the gpu is at a lower percentage?Can someone please explain me?

A bottleneck is when one component of a system is significantly lower performance than the rest of the system. A Titan video card and a Celeron CPU with a single 4GB DIMM would be an extreme example. But it could be the opposite also, an overclocked 8700K CPU with a NVIDIA 730GPU. One piece is out of proportion with the other and therefore can't be used to the maximum performance. Even a monitor could be a bottleneck for a system.
With all that said, EVERY system will have something that is the limiting component. If you are satisfied with the results, then you don't have a bottleneck.

but for example on msi afterburner and riva tuner I can monitor my cpu and my gpu (i got a new pc with an AMD fx 6300 and a gtx 670,it hasnt arrived, yet) if i see that the cpu is on 99% while gaming and my gpu is lower, then i have a cpu bottleneck? And if i see that my gpu is at 99% load then my gpu is the bottleneck?

Please read my question more carefully I asked if I see 99% load on the cpu when gaming then i have a cpu bottleneck? And if my gpu is at 99% then i have a gpu bottleneck?

As I said, EVERY system has a limiting factor. If your CPU is 99% then it is probably the limiting factor. If your GPU usage was 80%, I wouldn't call it a bottleneck. If your GPU is 20% then it probably is. BUT, if your game play is acceptable, it doesn't really matter.
