New Ryzen build won't boot, need help.

Hey.

after a power surge/spike killed my last rig i bought and built a Ryzen system, my second time ever building a pc. but i found myself stuck and i can't get anywhere no matter the amount of research i've done, and i am desperate for experienced advice at this point.

my ASUS b350 plus lights up but nothing else happens. the pc doesnt react to any inputs such as power button and no fans spin either. the only signs of life the system has is the MOBO LEDs.

things i have tried:
reseating all the cables.
unplugging everything but the cpu and motherboard connectors.
loosening the mobo from the case to prevent shorting.
switching PSU ports around.
switching RAM sticks around, including removing one.

keep in mind that everything is brand new with the exception of my GPU.

specs:
ASUS Prime B350 plus
AMD Ryzen 5 1600
Corsair Vengeance LPX 2x 8gb DDR4
ZOTAC GTX970
Seasonic Focus+ 650w gold (had replaced from a 750w focus+)

Hi, Try starting the board outside the case, only CPU and CPU fan installed, both 24 and 8 pin power cables connected. Start the board by shorting the 2 pins. See if the CPU fan does spin.

i am happy to report that doing this kickstarted my board and the cpu fan does indeed spin. this eliminates the suspicion that i am sitting here with a dead board so thats a huge relief. but since it doesnt want to start inside the case, does that mean it could be shorting itself from touching the case? i believe my chassis is a Fractal Design R4. it's metal regardless. any suggestions?
