can i game on that with 60 fps or higher?

Depends on the game and the quality settings.

With current AAA games..... NOPE, just being realistic here.

Just not enough CPU and GPU power unless the settings are dropped to the lowest levels and even then with that system it's likely still not going to do very well across the board.

If you want to play the new games at good frame rates at good graphics settings a min of a GTX 1060 6 GB would be needed and 16 GB of system memory.

Bare min for decent performance would be a GTX 1050TI or GTX 1060 3GB if and then only if you have 16 GB of ram or you run the risk of running out of memory in some games.

And ideally one would want a faster more powerful CPU also.

Yes I understand you wanted to stay under a certain price range, but if you really want good performance you would need to raise it.

Low end gaming PC's really don't do well despite what some people want people to believe, they struggle normally.

can you maby make a fast build on pcpartpicker for me that i can run AAA on meduim setting 60 fps and not over €1000

Here you go.

Adding an SSD for the main hard drive (OS and main programs, games and storage on the reg HD) would be a good idea also, something like a Samsung 250GB SSD.
