I've seen a lot of people who have had this same problem but not 100% the same.
I start the game and the screen is black but I still can hear the music. The fps indicator on the top right corner says "FPSS" and the steam notifications on the bottom right corner go crazy. I've reinstalled the game. I've verified the game cache. I've tried launching the game on windowed mode. Nothing has worked for me. Any ideas or should I just refund the game like.

Try changing the DX level. Not sure if these settings will work on the other games or not.

Have you tried pressing any buttons? I have a weird bug with L4D2 where I get a black screen but no music or sound. I found that if I press enter it will then start. I think it's loading some odd dialog button I don't see for some reason. I also get an odder bug with TF2. Sometimes it just won't load and I have to Ctrl-alt-del and kill hl2.exe. It will eventually load normal however.

Done that plenty of times. I asked their devs and they told me to do the same or download the latest drivers. I did all they said and it didn't work. They said they'd contact me but haven't heard about them for few days.

There has been 3 indie games that haven't worked and CS:GO does the same.

Can't really say. Haven't played TF2 for years and this problem started to happen last month. Didn't know CS:GO did that until sometime last month when I uninstalled most of my games and accidentally started CSGO. Just saw black screen and heard the music. Thought it was nothing. Now some indie games have done that same thing. I currently play Stardew Valley and Dead by Daylight and they are working fine. Also I just noticed. My ARK was updating and I got a message I didn't have enough memory left and I checked how much I had left I had 6gb left. Is it possible that the problem occurs because I don't have much memory left?

Yes I have reinstalled all of them and I have verified cache from all of them. And all of them play the music on the background while having the black screen.
