while my computer was on the power to the outlet was shut off and now computer won’t boot but turns on

Hello, while my computer was running the power was shut off to the outlet it was plugged in to. When I went to turn my computer back on the led’s on motherboard and ram turn on and all the fans spin but my computer doesn’t boot, so nothing shows up on my monitor, my mouse, keyboard, and headset lights don’t turn on. So I went ahead and figured it was either the power supply or the motherboard so I replaced both of those, but the same issue, when I boot the CPU light flashes red on my motherboard for 1 second and shuts off and I still cannot get a boot. I’m not sure what to do, right now I have nothing like my hard drive or video card plugged in just essential, and I have tried with one stick of ram.

Pc specs:
I7 8700k
Asus z370-e
TridentZ RGB 8gb (2x)
I think those are the only specs necessary let me know if you need any more information
 
Solution
Since you replaced the board and PSU already, and connections are all good, sounds like your CPU was damaged. You've already tried the usual test procedures. CPU seems most likely culprit at this point.

How can the "processor" or (take this to mean his CPU ) will be tested? Are there test tools that don't need the PC to be running and hence posted to use? Or what " tools" can be used to test only the couch that Is Not just replacing it with a new CPU?

so if I replace mobo with gigabyte mobo that was what I started with before it stopped working and it still refuses to operate , having replaced the cpu with a skylake cpu (i3-6100), psu (650 W to a 550W and yes its working both on a VOhm and in the pc), and also the mobo replaced but upgraded it (from the Giga H110 to Asus H270M) what other choices do I then have? Paying an outsider to test it at the going tune of $200 seems ridiculous. And no testing equipt avail except parts replacement. This is getting to be an expensive hobby in knowing what to do.

Removed the CMOS battery for 6 hrs and put it back in before work this afternoon. Will test it tonight at midnight when I return.
