High GPU temps (85-90c) with fan speed at 100

I have no idea why these temps are through the roof, it does not matter what fan curve I set on Afterburner, as whenever I game, it shoots up to 85-90c with the fan speed at 95-100. My Pc is right by my balcony, getting hit with the Swedish ice age temperatures but it still wants to become a toaster.

GPU- Gtx 980 TI OC
CPU- I7 6700k
CPU COOLING- Corsair H100i GTX
PSU- Corsair RM850
RAM- 16GB Corsair vengeance
CASE- Corsair 750D

Around 85-90c is warm but not hot for a high power graphics card. I can get to 93c in an open air test bench with an old 275GTX. Only when you get to 96-100C at max fan speed is it considered hot. Anything over 100C is considered too hot.

Blowing the case and graphics card out with compressed air can help lower temps.
If opening the side panel of the case lowers temps then there may be an airflow issue in the case.

If you want to remove your heatsink and repaste it may void your warranty on the card. This should only ever be done if the card is overheating or failing. This is not an ordinary procedure I recommend just doing.
